Poland rejected speculation it’s positioning for a compromise in its spat over the European Union’s $2.2 trillion budget and coronavirus-rescue package as Hungary, the other holdout, said it won’t back down unless Brussels relents in tying spending to upholding democratic values.

With the clock running down to clear financing that’s vital to member states’ chances of avoiding a double-dip recession, the comments Friday by the two countries are denting hopes for a deal at a summit next week.
