The U.K. is putting more troops on standby to bolster a humanitarian response in the event of conflict. Meanwhile, the European Union will snub a request by Russian Foreign Minister Sergei Lavrov for its member countries to respond individually to Moscow’s demands on a regional security framework.

Instead, the EU’s foreign policy chief Josep Borrell will respond on behalf of the bloc, according to a draft of a letter seen by Bloomberg. The reply has been closely coordinated with the North Atlantic Treaty Organization, which plans a similar answer, according to diplomats who asked not to be identified because the process is private.
